Cailian Press, July 31 — The 15th issue of the journal Qiushi, to be published on August 1, will feature an important article by Xi Jinping, General Secretary of the CPC Central Committee, President of the People’s Republic of China, and Chairman of the Central Military Commission, titled “Strengthening Basic Research to Achieve High-Level Scientific and Technological Self-Reliance.” The article points out the need to build high‑level support platforms for basic research. In recent years, China has worked to develop world‑class scientific journals and has established a number of major national scientific facilities, with substantial progress in constructing such platforms. However, fundamentally addressing the “both ends abroad” problem remains a long and arduous task. It is essential to coordinate the development of a national laboratory system with Chinese characteristics, scientifically plan and deploy major scientific and technological infrastructure that is forward‑looking and pioneering, strategically oriented, and application‑driven, and wage a decisive battle to achieve domestic self‑sufficiency in scientific instruments, operating systems, and foundational software.
